He's saying that Poyner wasn't suppose to be offered a multi year deal. He was suppose to get a straight AAS deal as he hasn't pitched more than 50 IP in his career. I think that's what he means anyways

Correct assessment on Poyner and as far as Tucker he is currently owned by Seattle and was an illegal post and bid.
