Cap changes

I propose that we increase each tier $5M. It's been a couple of years since we have done this.
I would also like to propose allowing teams to move up or down a Tier. The tags won't be changed until Post 2018.

I think this is more like real-life. It may also make it easier for someone to take on a team like the Rockies and still have flexibility to make moves. Please weigh in on this asap. Thanks.

I took it upon myself to post the $5M addition and the ability to change tiers, something we have done in he past. I have asked a couple of times for opinions and got very few. Those of which I got the vast majority agreed. We have several very good teams losing 10+ players and 20 teams with greater than $50M to spend. I also wanted to post this during recruitment to see if this would help entice people to our league. I also didn't want them to join only not to like the changes or how they may affect the team they took over. The Rockies are a solid team but they can really use this as well as a free drop. I posted my intention first so that others would not be afraid to make a similar decision.
