Finally, a team may optionally convert one (1) of their Franchise tags into a Restricted tag (see 4.1.2). It should be noted, however, that this is a one-way process; managers cannot convert a Restricted tag into a Franchise tag.

Still can't find that but it may be there. I'm in too many leagues with different rules
Modification
1 Franchise Tag may be used each season as a Prospect Tag if preferred. This applies to a PP contract that is expiring. The prospect tag will be worth 3M for the next season and 5M for the season after that.
