Here's what we have to discuss/change...
1. Clearly defining playoff bracket creation:
* In rules, clarify that Wild Card teams should be top non-division winner based off of combined standings. (It seems like we all agree on this; I just need to add it to the rules.)
* Per Rays note, we must decide whether or not to adopt MLB's change "allowing #1 seed to play wild card no matter what division they are from." Previously treated as ""the wild card team played, in the Division Series, the division champion outside its own division that had the better record; and the remaining two teams from that league played each other in the other Division Series..."
TO DECIDE: Should we change the wild card rule to match up to MLB?
2. Clarify RT matching requirements:
* Ron asks that we clarify that "[w]hen posting a RT on a player you should be required to match the total length of the contract and AAS."
* Jared and Josiah believe there should be more flexibility.
* Currently, our rules say:
"If a franchise chooses to match the winning contract offer, then they will be allowed to restructure the winning contract so that it best fits the needs of the franchise and then re-sign the player. The restructured contract must still have the same average annual salary (AAS) of the winning contract. However, the years can be renegotiated as follows:
• If the AAS <= $3M, the contract may be restructured to range from one to six years. The exception: if the AAS was between $0.4M and $0.749M, you can only sign the player to a maximum of three years at this salary. However, in this unique case, you have the option to raise the AAS to $0.75M and keep the player as long as six years.
• If the AAS > $3M, the contract may be restructured to range from two to six years.
• If the AAS > $6M, the contract may be restructured to range from two to six years.
• If the AAS > $9M, the contract may be restructured to range from three to six years.
• If the AAS > $12M, the contract may be restructured to range from three to six years.
• If the AAS > $15M, the contract may be restructured to range from four to six years."
* Ron and Micklos don't like the negotiable years, but others (like me) do. We need a compromise on the years. Ron said "I would agree to less years if the total $'s remained the same. (Higher AAS)"
* Ron later brought up the old rule set. The rules were updated in December 2015: fullcountbaseball.proboards.com/post/23591/thread The RT rules were discussed with Jordan and sent through review in TRP.
So what are we talking about here? What is wrong with the current system? I don't think any RT rules should change that would affect upcoming RTed players. I think we're a little too late for that. But if we need to change something, what and why?
TO DECIDE: Do we modify (effective offseason 2017) the RT matching rules in some fashion?

* Josia points out that MLB has gone from 23 to 25. Our rules say "IFAs under the age of 23 (from the time of signing) go into the minor league draft pool" and "IFAs aged 23 and older (from the time of signing) with a major league contract are considered free agents that cannot be drafted."
* Do we want to update that to 25?
TO DECIDE: Do we modify IFA rules from 23 to 25 to match MLB?

* We have informal rules for club options; however, they are not in the rules.
* I need to add information about club options to the rule set.
