It appears the Cubbies are open so we won't be getting a payment from them. However, the other 6 teams have been active. I suggest that no payment means they give up their 3rd FYPD. Since someone is going to have to pay the fee I suggest that the 3rd goes to the team/person who pays the fee for them. I have already paid mine and the Nats before they had an owner. I don't expect anything for that. However, aside from the Cubs I would expect compensation for funding someone else's team. I mean $2.67 plus 50 cents is something everyone should be able to come up with.

I believe the penalty was a 1st a few years back. I think a 1st sends a message and the person will be more likely to pay up the small fee. If someone pays for someone maybe getting a supplemental pick somewhere would work.

The problem I have with a 1st is that someone gets upset, quits and a new owner takes over a team with no 1st. That may be a difficult sell. But I am good with whatever is decided.

Wasn't our old policy that the team would not be able to accumulate stats? Of course some teams who would be tanking anyways would like this so we could make a rule to counter act that as well.
