Easier question. We have a rule that essentially says a franchise may only offer an AAS up to 30 percent of their salary cap to a single player.
Does this rule apply to the signing bonus given to eligible IFAs as well? At first I thought yes, but then teams with higher salary caps would have an advantage over teams with lower salary caps.
