1) Is there a cutoff date for rosters that we use when selecting keepers? Like if Jake Peavy gets traded next week.
2) I looked at player contract site and cannot figure out the length of contracts for players still arbitration eligible. Are we able to lock them in until they would be free agent? How do I figure out how long that is?

1) As of this morning when our franchise draft starter all rosters are frozen. No real life trades or free agent signings will matter to this league. If Peavy gets traded tomorrow he will still be property of the Padres in our league.
2) The contracts can be confusing. If a player has less than 4 years of service team then his contract is .4 with protection until he reaches the 4 years. Some players, Ryan Howard, begin arbitration early. Howard is in his 4th year of protection so his salary is .4 in our league.
If a player has passed his 4 years of elgibility but is still controlled by his team because of arbitration then you may keep him and we will wait on his arbitration number to come out. You may still trade him and treat him like any other player, but be aware that he will gain a salary and don't forget to add him in your cap thoughts.
Does this pretty much answer it? If you have specific person questions it might be easier to explain.
