So heads up, this will probably be a long post:
I think contracting teams is a good step towards creating a more sustainable league, but there needs to be other changes or it is just going to end up creating the same problems with less teams.
1st I think it makes sense to combine the Mariners, Padres, Nationals, and Cubs into two teams or add the Marlins and Pirates into the mix and have a total of 27 teams. Including the Marlins and Pirates allows us to take the two worst teams and combine them with better vacant teams to increase interest.
2nd Have a “consolidation” draft, in which each team in the league gives up a solid player from their roster to the new teams (really this does not have to be every team)….While this might not be looked favorably upon, it should be heavily geared towards not unfairly penalizing teams, meaning teams in really good shape should be able to give up a useful player, while teams re-building either can be exempt or give up a prospect…….I would actually be in favor of allowing everyone to make a choice on who to give up, and since this is about making these teams more desirable we can even allow some teams to get out from under poor contracts by giving them to the new team at an adjusted salary
3rd I don’t know the amount of discussion that occurs with a new owner prior to coming into the league, but the state of the team they are taking should be discussed to see if they have reasonable expectations, meaning they are not going to try to compete with a team that clearly needs to be rebuilt
4th New owners should be on “probation” which should again be explained to them prior to taking the team. A lot of people here have been around for a while now, and when I took over the Astros originally in 2009, I think, I made some terrible trades as I did not grasp the value of prospects and how the league works. New owners should have their trades more scrutinized with explanations on why their trades are vetoed, so they do not get discouraged and understand the reasoning behind the TRP’s decision.
5th WE CAN’T HAVE DEAD ROSTERS! We have teams that are re-building without owners, while prospects can be signed in-season, thus they are missing out on adding useful pieces. In addition, new owners added in the off-season to teams that are re-building are likely going through the process for the first time, thus their selections are probably going to be a bit suspect. Helping new owners get adjusted is a big issue, in my opinion. First, not letting these rosters just sit can be fixed by having existing owners take over the roster. This should be temporary but allowing them to cut, add, and trade players that clearly make sense will help vacant teams from becoming increasingly undesirable. Second, helping new owners in the draft, either by sharing lists of prospects or something along those lines is definitely something that should be emphasized. Just to point out why this is an issue, I left the league for about a year, in which time the Astros made one trade and participated in one draft. The new owner made his selections, which were terrible since he likely was just looking at who was drafted that year, but then did not add the prospects on Fantrax so the team essentially fell through the cracks and missed out on adding prospects. This is a good example of how teams get into bad shape, a new owner made selections, did not add them to Fantrax, and then left which lead to the prospects getting signed in free agency.

I agree with much of what Bill and CJ proposed earlier in the season. As we are now at seasons end it would be a good time to "throw stuff against the wall and see what sticks".
In addition to possible contraction and consolidation draft which should be based on what open teams are worth saving and which are not I would like to see $5M added to each Tier and again give teams the option of going up or down one Tier with the Tags being effected at the end of the 2018 season.
